ebay shipping fees

Hi all, it appears ebay is behaving in a illegal manner charging fees on shipping , a service it does not provide,  

I believe I should be able to tally up the fees paid so far and bill ebay and request total refund.   when you legally look this us, 

they have breached many guidelines for deducting fees for a service they do not provide.  The shipping is completed by the seller and the cost invloved is to the seller of the item, ebay plays no part in this

process and in such is committing an offence of fraud,  does anyone else agree
