can a seller block a person from sending a message ?

I have a person that keeps sending me a message regarding high shipping fees.  I tried cheaper ways but it will not be cheaper.  She did not bid and I ended up blocking her from my bidder list.  My question is she is still sending me messages saying the shipping is too high (not wanting to bid just bugging me) does this mean the block list didn't work or can I block some other way for sending me a message?
