Watching buttons works ten percent of the time

What can I do to get the watching button to work more consistently? Most of the time when I touch the "Watching" buttons a message with an eye says that I am not watching any items at this time. There are plenty of items that I put on my watch list. This issue has been going on since I joined eBay.
