Trouble paying for an item

I've won an auction (15th, June) and wanted to make the payment right away. During the process of payment, my account was blocked by PayPal. I was promised that solvation of this problem would take up to 5-7 days. I immediately informed the seller about this. On 17th, June ebay informed me that the case had been opened and if I didn't make payment till 20th, June the deal would be canceled. Seller informed me, that he wasn't a one who opened the case.

What do I do in case my payment account isn't unblocked on 20th, June?

I would appreciate your help.
