Does ebay actually require or instruct potential buyers of vehicles to purchase said vehicle with (6) $200 Ebay gift cards by emailing pictures of ebay gift cards scratched off to the email [support@vpp-office.com]?

It is a SCAM!!!
Neither Ebay nor an Ebay seller would EVER require payment with gift cards!
You are dealing with a criminal trying to steal your money.
What website did you use to find the vehicle advertised? Report the fraudulent ad to therm.

In fact, legitimate eBay Motors transactions do not allow gift cards for payment.
Report this criminal to the website where you discovered them.
She (in this scam it’s always a woman’s name) doesn’t have that vehicle for sale. He, hiding behind a woman’s name, stole the photos from a legitimate listing.
Was the reason for selling fast a divorce, a death, or a deployment? These thieves all use the same form letter.

This is a common scam, and you are dealing with a criminal who is trying to steal your money.
eBay has nothing to do with listings on other sites. If the item isn't listed on the eBay website and if you don't purchase it through the eBay listing, the transaction has nothing to do with eBay.
