Shady Seller

I bought an item that was misrepresented. I contacted the seller and told them their product was cheap and listed all the things wrong with it. The seller offered no refund which I really didn't care. It was only a $10 item. I left the seller negative feedback and NOW he wants to offer a refund only if I first change my feedback. Shouldn't I be given a refund first before I change my feedback? I mean once I change my feedback there is no way he is going to refund my money so why should I bother. I feel like this seller is being really shady based on several messages demanding I hurry up and change the feedback before it expires. I feel like I'm being blackmailed over $10! So what is the correct policy? Refund first or change feedback first?
