What do the people here on eBay do about buyers that bid on an item sits in a cart, they win the bid even outbidding someone else and then they don’t end up paying for the item? Is there somewhere that you can put a rating or feedback about people to do this? I’ve had this happen so many times in the last month.

If a buyer hasn't paid by day five, select the cancellation option in the dropdown next to the order using the reason that the buyer hasn't paid. The buyer will earn an unpaid item strike on his account. Two or more and his ability to buy will be limited or even ended.

Add the buyer to your blocked buyer list here:

Scroll down that page and turn on the option to auto-block buyers with 2 or more unpaid items within 12 months. That will help to protect you from repeat offenders.
