Seller shortchanged me on refund

EBay Watch Purchase (I was the buyer):
Stated in original listing's headline "New Battery!" Watch not working when I received it, so I went out and got a new battery installed at my own expense. Seller reimbursed me $17.03 via PayPal for the battery.
Later when I discovered the watch didn't run properly with new battery, I requested a refund through eBay and shipped the watch back. Refund should have been the full purchase price of $42.65. A $17.03 credit is shown on eBay's calculation, so the seller ultimately refunded me $25.62.  But the 17.03 was  a reimbursement for the battery I had to buy out of pocket because watch did not ship to me with a working battery. Seller should not have subtracted that as if it were part of the watch cost.
I have already emailed the seller, but they are ignoring. I can't figure out how to report this to eBay. Is leaving a bad review my only option?

@vetoartist  You can contact eBay customer service and see what they say.  If the seller sent the $17 via PayPal and not from eBay then eBay should be able to force the rest of the refund.  

 

When you receive an item that's not working it's best to return it right away at the sellers expense and not try to fix it. 

 

eBay agents are working from home so you have to request a call back or live chat.

 

Here is how to contact eBay customer service for assistance.

2. Request a call back or live chat from the left hand side of the page.

If you are located outside of US or Canada then you will need to use the Chat option or Social Media

 

3. Or you can also contact customer service by sending a private message on social media. You leave a message and an eBay employee will get back to you as soon as possible. To speed things up you can leave your registered account information in the PRIVATE message: Full name, address, phone number, email address, user ID, and a brief explanation of your problem.
