Return item

I oppened a case for returning an item, so the seller asked to send him the item. I sent the item and it has been delivered to the seller on September 22, 2015 , 2:50 pm. However, the seller does not respond to me and has not refund me yet.

One memeber respnded to me few mintues ago says, But I dont know how to replay so I asked again.

"There should be a link in the case to 'ask eBay to step in'.  Provide the tracking number that shows that the package was delivered to the seller." 

but there is no link in the case called ask eBay to step in.
