who pays for return shipping cost

If you receive an item that does not work and the seller wants you to return the item, who pays for the return shipping cost?

And if the buyer thinks that the return shipping cost is too expensive, what should be done?

Why is ebay indicating that I have to return the item when I click on refund?

Last week i received an item that was listed as new but when it arrived not only was it damaged but used too! It was meant to be a gift for my son and now I can't give it so I informed the seller and sent pics and they told me to return it and they refuse to pay return shipping (they had charged me shipping). Why should I pay return shipping for an item not as described and damaged?? I happen to also be an eBay seller myself and I stand behind all my items and if I mess up I not only refund shipping and price of item but I also pay return shipping! I am curious to see how eBay will resolve this one...

Yes, EBay is telling me to ship the item back by October 10, but they haven't told me about the costs of shipping it back. The seller sold me a non-working sewing machine. I've had to eat the costs numerous times before when I've been sent a bad product from my purchase on EBay. This is ridiculous. I thought that EBay guarantees items, and the money for bad purchases?
