eBay buyer did not pay... and is now bidding again...

Hey guys, I had a listing of an item back in June of 2018 in which a buyer placed a bid [and won], but failed to pay, and never responded to my messegas. I have placed the same item up again, and the buyer immediately placed a bid. I have placed said buyer on the Blocked list, but the bid is still there... ebay's instructions on how to report a buyer took me round and round... so hopefully you guys with way more seller experience than I, can assist. Thanks in advance.
