Sellers have been unable to leave neutral or negative feedback ratings for buyers since May 20, 2008. eBay decided that negative or neutral feedback caused buyers to leave the site.
If a buyer fails to pay, make sure you open a "non-paying bidder" case in the resolution center (link at bottom of every page)... you can do this in as little as 48 hours after the auction ends and MANUALLY close it 96 hours later. This will get your final value fee credited back to your account and the "buyer" will get a strike. Make sure you add them to your blocked bidder's list. Then, when you relist the item, make sure you set your blocks correctly. Block members without a PayPal account and those with two or more unpaid item strikes in the past 12 months. For added protection, list your item at a fixed price (buy it now) and check the box "immediate payment required".
