Listed 15 year old used appliance, had it was fixed price but lowered it, only received a “down payment “vs. whole pmt.  according to agreement should have have Balance in PayPal account only as a deposit prior to pickup day.  Non business day.  1st, am I safe as long as I receive the remainder of payment & let item go before I can actually transfer the money?  2nd is 10% acceptable on ANY FIXED PRICE ITEM?

Are you talking about Alabama State sales taxes?

Most small time sellers do not have a license from their state and therefore do not collect and remit state sales taxes.
