Promotion denied as items were already marked down with markdown manager

I have a sale using markdown manager that runs through the 31st of October. Some of the items included in the markdown I decided to give a bigger discount on and I set up a sale using the promotions tool/page. All the items were skipped due to the fact they were already on sale. The "Markdown Manager" sale ends 31 October. The "promotions" sale was to end 5 November. Will the items go on sale with the greater discount after the markdowns have ended (afer the 31st)?
