Promoted listing fee

Does anyone had the ads fee still be charged after the list was stopped promoting? I had this problem happened several time, at first I thought was happened only on one list, now it shows the other promoted list also had this problem. It looks like is an eBay bug, does anyone know how to deal with this? Thanks.

If a buyer clicks on a promoted listing, you will still be charged the promoted rate if that buyer purchases the item within 30 days of originally clicking on it, even if the promo rate is removed.

What if I stopped the promo rate first, then after that a buyer clicked and purchased (he never clicked previously promoted list) within 30 days, does this will still be charged ad fee?
