Promoted Listings - Invitation-only?

Dear eBay community,

We recently have created an account on eBay in order to start selling our products through their marketplace. Now when we are all set up, we would like to start using eBay's advertising solutions. Since we are planning to start selling in the USA, we thought that their program "Promoted Listings" might be a good fit for us.  However, as soon as we click on the 'Try now' button, we receive a message that this program is currently unavailable for our account and the participation is currently invitation-only. Is it possible that we have a restricted access due to the fact that we are based in Switzerland and our account is just the basic one with 50 listings for free (no membership fee and so on)? Are there any other advertising solutions we can try in order to promote our products?

I tried to contact eBay regarding this matter, however, they never came back to me.
