Payment Hold on GSP Item to Australia!! Why????

I sold some rather expensive coins through the Global Shipping Program back on October 1st.  They were received by the GSP Clearing house on the 4th, and forwarded on to Australia.  The Buyer was then allowed to open am item not received case on October 11th, while the item was still in transit.  So even though the item was shipped through GSP, Ebay Australia allows buyers to open cases an hold the money even though the GSP is on the hook if they loose the package on the international leg.

I have spoken with eBay Australia and Ebay US multiple times to no avail.  Tracking shows delivered.  The buyer has told me the items have been delivered.  Yet 4 days have passed and I still have no update on the case or release of funds!

Is this standard practice?  Does anyone know why there are such delays?  I will not be allowing future buyers to purchase from me through the GSP in Australia because of this crazy mess, holding the money now for 2 weeks.
