New Scam?

I bought two orders of 500 grams of Lions Mane mushroom from an HK seller, he sent one box with two unmarked 250 gram bags. When looking into ebay, I see he sent 1 of 2 packages, a tracking number was provided for the first package, the second one also had a tracking number, but shows it was never shipped. Ebay won't let me claim non-delivery on the second half of the order because the first half was delivered.
