Negative balance Ebay Bucks

Hi,

I've been buying and selling for more than 10 years. I signed up for ebay bucks and figured I would just let them pile up for when i needed a larger purchase.

Today i picked up a phone for 250bucks. OK how do i redeem them? --- after googling i find they should be showing up at the checkout screen... strange...

Then goto the second on ebay where they are displayed... huh? A negative balance??

I've never used these things, how can that be?  do they take seller fees out of it?
