Just Shipped a Parcel to Australia, but Got eBay Notice LATER

This morning I shipped a parcel to Australia. Just with the hour, eBay issued a shipping suspension notice to Australia. That suspension took place last Friday (Sept 3), but eBay didn't let me know, until AFTER I sent the parcel, and PAID FOR SHIPPING. How do I recover my shipping fees. I will give my Australian customer, a FULL REFUND, but if I'm not reimbursed, I eat those shipping fees. I believe eBay owes me that money !

eBay made the announcement FROM USPS last Thursday, Sept. 2

Something like this, should be sent by their message service, where they issue everything else.  I don't need to browse this section. Anyways, just got in contact with eBay (chat), and they will issue a shipping refund, when I get the parcel returned back to me, from the post office. Their only message was sent only today. I would have noticed a service suspension, as I did today.

It was sent by their message service on Sept 2 - that's how I was notified.
