Item got shipped to customer's address. No such address exists. Item returned. Who pays?

I shipped the item with a label printed using eBay's "Purchase shipping label" feature. The item was returned, ostensibly because the address doesn't exist.

 

Now the customer has sent a message using the message system, requesting it be re-shipped, to a new address.

 

How do I bill the customer for this? If I refuse to re-ship it at my expense, can the customer give me bad feedback?
