I returned the item and got only refund for the price but not shipping cost

Hi community, I have received the different item than I paid for. The seller accepted the full refund but he sent it via eBay Global Shipping Program so I got refund only for the item itself but without the shipping cost. However, the message from eBay is that the refund will be the full price I paid. I am a buyer from Europe so the seller could not sent me the shipping label for sending his item back. Do you have any experience with that? Do I get back my money for shipping costs? I find it a bit weird because I did not get what I ordered and lost money anyway. Thank you.
