How do you improve BELOW SELLER STANDARD

A buyer requested I sell to him outside Ebay and I refused saying I do not sell outside EBay because that's against EBay's policy.  When he received the item he said a glass was broken.  I asked him to return for a full refund.  He refused instead he asked Ebay to step in.  Ebay asked him to return the item and upon receiving the item Ebay refunded.

My question is.   Isn't the same thing I asked him to do.  Why are some buyers so viscous and quick to ruin or put a blemish on your account?  I guess because of that Ebay is saying I'm selling BELOW STANDARD.  Any input you can provide will be greatly appreciated.  Thanks
