When a buyer does not pay, cancel the transaction after 4 days of non-payment have passed, specify "buyer didn't pay".

  1. In Seller Hub, go to Orders.
  2. Find the order you want to cancel, and from More actions, select Cancel order.
  3. Select "buyer didn't pay" as the reason for the cancellation and then select Submit to finish.

Place the non-paying buyer on your Blocked Buyer List:

Set your buyer requirements to block buyers who caused cancellations of 2 unpaid purchases within 12 month(s).

The sanctions for a cancellation for non-payment (after 4 calendar days from the transaction or the most recent invoice sent) are the same as they were under the old Unpaid Item Dispute: a "strike" (though eBay no longer uses that term) that counts towards the Buyer Requirement a seller can set to block anyone with 2 or more strikes in the previous 12 months (or less), protection from bad feedback (impossible to leave after the strike, can be removed--if not automatic--if posted before), and it affects the buyer's general buying limits.  But the seller has to actually do the cancellation for that reason, instead of doing nothing or cancelling for some other reason (e.g. because s/he doesn't want to wait out the 4 days).
