How To Recover Selling Fees

I have been trying to collect from a buyer for a while and started the process with eBay.  I finally got an email from him telling me that he has health problems and wants me to cancel the transaction.  I have no idea how to do that and think that I will have to pay the selling fees if that happens.

Is there any way to cancel the transaction and get my selling fees back?

Ignore the excuses.  You should just close the unpaid item claim if the buyer doesn't pay within 4 days after you filed it.
