How Does a Seller Change Shipping Address from UK to US

Buyer from UK wants his stuff shipped to a friend in New York to save on shipping, but when I try to change the address the drop-down menu for country doesn't work.

The buyer needs to click on the CHANGE option when s/he sees the SHIP TO address.  Sellers need to send to the SHIP TO address attached to the Paypal payment.

You can REFUND the buyer's payment, and the buyer can pay again, and this time click the CHANGE link and make the change to a USA address.
