Global Shipping Program shipping to France

I sold a teacup and saucer to someone in Paris France. It was marked for GSP, but when I tried to print the label, it has the buyer's address, not the Kentucky address. I called Ebay and got a guess and vague answer as to why it would not go through the GSP system.  He said it might be a restricted item. I cannot image why a teacup and saucer would be restricted. It is an antique, although my listing does not indicate that. Any ideas as to why this happened?
