Ebay has a policy of not listing field manuals yet they are available online from the GOVERNMENT

I am trying to list a WWII field manual.  Ebay has decided to block it:

I am a little irritated because some yokel has decided that a WWII item is restricted technical data and blocked it.  This is proof positive that eBay's has policies regarding military items are not based in fact.  These policies are based in ignorance, stupidity and fear.
