Ebay charges entire seller fee even though a partial refund was given before item shipped?

What up with that?

Hi @llulua 

Sellers are required to give a full refund in order to have any of their fees refunded.  

[There may be an exception in the situation where a seller withholds original shipping cost from a refund when an item is returned because it is undeliverable.  This was being looked into ... and I haven't seen the results yet.]

Of course not. How stupid of me to think ebay would be equitable with sellers doing the right thing to insure customers get a fair shake in case of a problem.
