It is a low cost metered mail rate service and only the sorting equipment can read the tracking. This type of shipment has been delayed a lot lately due the changes being made in the USPS postal processing system causing backups.

Here's how to get your money back if the ESUS tracking is more than a couple weeks late or doesn't show any scans then file a not received refund request.
Look for the last estimated delivery date in your purchase history. You can file a refund request when the item is at least a day late.
You have 30 days from the last estimated delivery date to file a refund request on eBay.
