What do I do when a dialog box to make a counter offer will not load? The offer will soon expire, but I see no way to reach out to Ebay for this type of help. - ciresmis

What browser are you using? Is it the latest version?
Any difference if you try another browser, or the eBay app?

Sorry for the delay. I did not get notice a reply had been made.
A home I use Windows 8 and at work I use Windows 10. Both browsers are Firefox 108.0.1.
At work the dialog box was messed up. At home it was fine, and I took care of the counteroffer.
So I am not sure if the situation still exists or not. I did not try another browser; the situation really did not present itself.

If a feature works in one browser but not in another (or in the same browser version on another machine), it might be worth clearing cache and possibly deleting eBay cookies in the nonworking browser. Other possible issues involve add-on conflicts, or a possible issue with a particular browser version in one operating system or the installation itself.
It might also be worth trying a different browser (or a private browser window) on the machine where the feature is not working.
