Cancel order and release hold on fund to refund buyer

I need to cancel an order. I can’t complete the cancellation with the funds on hold. How do you reach a live person?

You must fund the refund to the buyer. Then eBay will release the buyer's payment and reverse the fees. No one likes it, but that is how refund work for all of us.

If the buyer cancels, is that same process?

Yes.  Any time you need to refund the buyer, the funds come from YOU, and then ebay credits you back.

I use a credit card for paying my ebay fees, and that is where the refund to the buyer also comes from.
