Buyer paid for Item, sent ebay message her address needed to be changed

I have seen suggestions to ship to original address or cancel transaction / block. In order to meet my shipping standards I need to ship tomorrow. If I cancel and she does not accept, or denies cancelation, I lose my fees, correct? Can I then appeal to ebay to return fees? It would be less than what I would lose if I ship and it's returned to me. On the flip side, if I ship to the address in ebay & PP systems and it's received I am then off the hook for the transaction, correct?
