Buyer disput an item not received. Received full refund and later on accepted the package.

I sold an item on September 6 2017. It was an oversea package to Indonesia. The package showed arrived at Indonesian Custom even after 45 days. USPS send out a request and it was still showing the same status. Buyer filed a dispute and received full refund. 

I filed USPS insurance and later on the status showed the package arrived on 1/10/2018. eBay said it has passed 30 days seller protection policy and referred me to paypal that has 120 days policy. I called PayPal and they said that’s the transaction via ebay and they would not be able to assist. 

Now I am stuck with lost of item and lost of payment. Any advise?
