Buyer didn't return the item, money is now on hold. How can i get my money back?

Hello all, I have a problem with a buyer that wanted to return the item.

I acepted the return but he did not send the item back and now my money is on hold. Usuall there is somwhere lik to "ask eBay to step in" but since I acepted the return in the case, case got close and "recolved". I dont understand and know what to do. I can only call eBay, but since I am from EU, I relly dont want to call in to US for this. Buyer also doesnt answer me back.

Any help?
