20% Increase in my final value fees from Last July.

Since last July, as I have just checked, to my surprise, the eBay had charged me 20% extra on my final value fee after conversion from dollars to pounds. This was not the case until June this year. Before June all invoices dind'nt have this 20%extra. But since July, as you can see in the figure below, they charging me this extra amount totalling my final value fee to about 23.5%, this is really breach and cheat.
Some please help me out with this.
