What is this and where is it from?

I have recently purchased this at a local auction and have no clue what it is, it's age, or where it is from.  Any help would be very appreciated.

It weighs 9.8 lbs.  It measures approximately 11" across and 16" tall.

This is a close up of the design.  Thanks again to all those that help me solve this one.  I know that it has a lot of wear but found it too unique not to buy.
