Identification of cast steel eagle

Would anyone be able to tell me more about this cast steel eagle... I can't recognize the maker's mark or inscription.  As the screws attaching the base are slotted and not Philips, it must have been manufactured prior to 1940.

did you check hood ornaments ? car radiator mascots ?

Thanks for your suggestion.  I did consider that possibility and googled images of automotive hood ornaments.  But as the casting is rather bulky and heavy, and unplated with chrome, nickel, brass, etc. I ruled that out.  Also the base is unlike what might be or attach to a radiator cap. 

However I have considered that it may be off an old steam apartment/flat radiator of yesteryear.
