I am not expert in knifes, but you could try searching the web for vintage knife and can opener...I am sure you will find some pics... 🙂

A lot of companies made pocket knives with two blades, one normal and the other a fish scaler, hook remover, and bottle opener.

 

Check the blades for a name, if there isn't one, then you'll have to compare it to photos to identify.

The advice you were given is correct - lots of companies made a fish knife.  I've sold many, and I can tell  you that without the name on the blade, it probably wasn't a high quality knife to begin with (so, "low-end").  Yours can be sold without knowing the maker, as the value would be comparable to fisherman's pocket knives made in Japan in the 60s without a good name on them.
