I did have some help, but it looks like Rootie Kazootie.  ( I never hard of him),,,,but here is a picture.  Looks like same writing at bottom & same turned up nose.

Sure glad I could help you.  I get like a bloodhound about these things, but yours was the first one I ID'd with 100% certainity (in my eyes anyway)  I didn't even see a watch...you may indeed have a gem, but since its obvious not many people ever heard of him, I would not sell it cheap. I would keep it for its uniquiness.  Good luck whatever you do
