Very large safety pin PIN????

I have a very large safety pin which I'm assuming is a brooch. The safety pin itself is very sturdy & measures 3" long; The tassel is a little under 2". I am completely stumped on this one! Any information would be super appreciated. TIA!

In the 60's we wore pleated kilt skirts and used this type of pin so the slit on the front did not open.
