Help identify a hallmark or maker on this belt /necklace

this is a 44" long belt very heavy with the hallmarks MEMO STERLING 999  WP ...ON THE BACK OF THE HEAD. LAPIS WOVEN STERLING .. Does anyone have a clue to the maker or the country it was produced In ..or otherwise know anything about it? thanks so much in advance.

that is one fine piece,  take a picture of the hallmark,  this will be a good seller especially in the midwest , that is some form of  a rattle snake,   You could try and posting a picture of this and the hallmark on the fine jewerly board,  this is a fine piece of workmanship,
