If someone makes me a offer do they still have to pay shipping fees (especially international)or is the offer the full amount

Offers are exclusive of any posted shipping charges.

As a buyer when an offer is made it will state what the shipping is separately. In my example below, if shipping was free, it would show as free.

You will see the $900, not $920, however if accepted, the buyer will PAY you $920.
