Fraud

Seller advises they do not have the item purchased and asked if i wanted to cancel. I responded yes and to provide refund.  Has not responded has not sent refund.  I see no where to report this to ebay.  What can be done.

Open an "item not received" request before time runs out. Here's how:

 

> Get help with an item that hasn't arrived

 

If the seller hasn't responded after 3 business days, you can Ask eBay to step in. You have up to 21 business days from when you opened the original request:

 

> Learn more about asking eBay to step in and help.
