How to fix cloudy eyes on a Vinyl Jim doll

Hello. I have a doll that I picked up years ago at a doll show.  The eyes look dirty or cloudy and I'm wondering if I can do anything about that. I hesitate to use water or any liquid, since the eyes look a little loose in the socket.  I'm attaching 2 photos. In the closeup photo, taken outside in strong light, I can see the eyes when I zoom in.  The seller told me it was a vintage Jim doll, in his original outfit, sold at Woolworths.  Based on his looks, I'd say he was a Vogue Jeff or a Uneeda Bob clone, so maybe later 1950s? Whoever he is, his head is a squishy vinyl.  Any suggestions would be appreciated.IMG_4883.JPGIMG_4865.JPG
