What is this thing? Vintage Bakelite dice, "Souvenir of Mexico" with two threaded ports.

Top by handle says, "Made in Mexico."  Bakelite body.  Bottom hole is threaded.  Top black handle goes up and down on metal as seen in first photo.

Any idea what this is?
