Looking for info on a Christmas Snowman

Hi there, 

I've searched and searched but have not had any luck.

This snowman looks very similar to others from the brand "International Bazaar" 

Does anyone have an idea of what this guy is about?  The silver cap made me think it was some type of decanter, but as the pictures show it's not.  

Any help will be greatly appreciated!

I agree with you, it looks similar to the International Bazar brand.  It does look to me similar to the Light up snowman instead of the decanter.   Could it be possible that those little red dots have holes for the light to come through?  Just a guess.  Here's one that has those red gems too (85) Pinterest.   Wish you the best.

I agree that it looks like International Bazaar. I question whether the silver cap on top is original to the piece or a modification. Your listing photos also show what appears to be glue residue on the bottom, which could be from a modification that was removed or from an original piece that's missing.
