Works kind of like this...
You buy some empty slabs, print up some labels with official sounding grades (MS-64, PR-69, etc.), put coins in them, and list them on eBay.
Lots of folks doing this sinse the TPG propaganda campaign began.
People see the money that is being thrown at outfits like PCGS, NGC etc., and they begin to think that it would be nice to share in the bounty.
