Meriden Aesthetic Style Quadruple Silver Plate Tray....What Is Its Purpose?

At first I thought it was a crumb tray, but it has a 3/4" high rim at the bottom. Crumb trays are usually flat at the bottom edge. Any idea as to its purpose?

Good evening. I hope someone can tell me what this silver plate item is called, a fork? a knife? The back is stamped Made in England Silver Plate. The piece is small--4 1/2" long--3/4" at the widest point. Thanks in advance for any assistance. gina
