eBay standard envelope and $20 max

I had an auction that closed at $20.50  with $1 shipping. This is over the max for ESE and will cost me near $4 with tracking to ship ground advantage. I was wondering if I give a partial refund of 50 cents, would this now qualify for the ESE shipping? I would rather give the bidder/buyer a break than extra going to USPS.

eBay minimum refund amount is $1, but that won't make a difference. You could refund $10 but the initial payment was still over $20 so the item does not qualify for ESE.

Ship as a package with tracking (and the item will need to physically qualify as a package to use Ground service). Or ship untracked with a postage stamp.
